Futuristic budget

*Focus on development, productivity increase

President Mahinda Rajapaksa in his capacity as Finance and Planning Minister yesterday presented Budget 2011 in Parliament which could be best described as futuristic. The total revenue and grants envisaged in the Budget amounts to Rs 986.1 billion where as the total expenditure proposed amounts to Rs 1419.9 billion. The Budget deficit which was eight percent of the GDP excluding grants in 2010 will be brought down to 6.8 percent under the current Budget.

A series of concessions have been given to industrialists, agricultural entrepreneurs and public and private sector employees under the Budget.

A highlight of the Budget is a proposed revision of salaries and allowances to public servants. All public servants will be paid a special allowance equivalent to five percent of the basic salary with effect from January 2011. Also increased is the Cost of Living allowance to Rs 5,850 per month, an increase of Rs 600.

This will be paid to non-staff grades with effect from January 2011 and to staff grades from July 2011. Pensioners also get a Cost of Living allowance increase of Rs 300 per month with effect from January 2011.

Pensions will also be increased by Rs 750 per month for those retired before January 1, 2004 while those who retired between January 1, 2004 and December 31, 2005 will get an increase of Rs 250 per month with effect from July 2011 thus correcting an existing anomaly in pensions.

University academic staff and staff grade researchers in other institutions will get a monthly research allowance equivalent to 25 percent to their basic salary. This allowance will be availed for two years from January 2011 during which period such research has to be completed and findings published.

On -call allowance paid to doctors will be increased by 25 percent from January 2011. Personal allowance paid to members of the judiciary coming under the purview of the Judicial Services Commission will be similarly increased.

The President also said 10,000 graduates will be recruited to services in the fields of Engineering, administration, planning, teaching, technical services, agriculture extensions and other skills. Another 1,500 graduates will be recruited as management trainees to banks and financial institutions.

The Budget outlined a simple income tax system. Current tax rates on personal income ranging from five to 35 percent will be reduced to a range of four to 24 percent. The tax free income threshold will be increased from Rs 300,000 to Rs 500,000 and the tax slabs will be increased from Rs 400,000 to Rs 500,000. This will also be extended to non- resident Sri Lankans. PAYE tax will be deducted only from employees earning over Rs 600,000 per year. The maximum tax rate under PAYE will be 25 percent. The new PAYE system will be introduced to the public sector as well. Terminal benefits from EPF will be exempted from tax.

A new employees’ pension fund will be set up to provide post retirement pension benefits to employees in the private and corporate sectors. For this purpose employees and employers will have to contribute two percent each to this fund. Employers will also be required to transfer the entire gratuity to his fund.

It was also proposed to set up an Overseas’ Employees Pension Fund (OPEF). Each employee is required to contribute at least Rs 12,000 to this fund per annum.

The Government will contribute Rs 1,000 million as initial capital to this fund.

Also envisaged is a Citizens’ Pension and Insurance Fund. The subsidy given to small holder tea growers will be increased by Rs 50,000 per ha. Rs 500 million has been allocated to provide subsidies for replanting, new planting, inter cropping and productivity improvements in the coconut sector. In addition Rs 200 million has been set apart to combat the disease affecting coconut plantations in the Weligama area. Subsidy for rubber replantation and new plantation will also be increased. In addition a 50 percent subsidy will be given to popularize the use of rain guards. A five-year tax exemption has been proposed for investments in seed farming. A three-year accelerated seed farm development initiative will be started from 2011 at a cost of Rs 700 million.

Fish production in the North and East will be increased to get 50 percent of the total production. Farm gate price for liquid milk will be increased to Rs 50 per litre.

Electricity tariff will be reduced by 25 percent to religious places, state hospitals, schools, vocational training institutions and universities.

The Nation Building Tax will be reduced from three to two percent. The applicable threshold will be fixed at Rs 500,000. The Social Responsibility Levy, Rural Infrastructure Levy and Debit Tax will be abolished.

Rs 3,000 million will be allocated a period of three years to address economic difficulties of service men and women who have suffered during the war. It is proposed to grant an allowance of Rs 100,000 per family for a live birth of a third child of families of Armed Forces’ personnel.

Minimum floor rates of local telephone calls will be reduced from Rs 2 to Rs 1.50 per minute from July 2011 while a levy of Rs 2 per minute is proposed for an outgoing foreign call.

Concessions have also been given to gems and jewellery manufacturers by increasing their foreign exchange allowances.

Tax on profits of businesses engaged in the manufacture and distribution of liquor, cigarettes and also casinos has also been increased by five percent. Large amounts have been allocated for human resource development, ICT, health and education. The President also proposed to extend concessionary duty to import motor vehicles for professional and managerial categories of public servants working in the Government and public enterprises.

Friends,

You are well aware that you now stand on our motherland that is much greater than what was handed over to me five years ago. There can be no greater satisfaction to a leader than the humble joy of being able to address one’s people after building a much better country than before and successfully carrying out the responsibility handed over to me by the citizens of this country.

Friends,

I recall how, five years ago on November 19, 2005, I took over this country in this premises. On that 19 th of November when I took over this country it was divided and the Sri Lankan nation was losing this country. Yet, we toiled day and night with patience and commitment, facing all hostile forces, unshaken in the midst of rising storms. Subsequently, on another memorable 19th - the 19th of May - we united this country achieving a victory over terrorism that had its global echoes. Today, on this 19th of November, I take over this country again with the determination, strength and courage to raise my motherland to a position of greatness in the world.

Sri Lanka became a united nation, freeing the country in line with the Mahinda Chinatana of 2005. From this day on, we will bring this nation to a position of greatness in this world implementing the policy of Mahinda Chintana: Vision for the future. Today, I take over this country with more courage, strength and confidence than in 2005.

Friends,

Most of us, throughout our lives, have seen two destructive uprisings in the South and a thirty year long terrorist destruction in the North. I have seen efforts to globally humiliate our motherland
through terrorism and separatism, and uprisings.

Our task as a nation on the rise to be among the great nations of the world, is to prevent such bloodshed in another twenty or thirty years. Therefore our first task is to ensure lasting national unity and sustainable, permanent peace in our motherland.

I believe that the eradication of poverty is greater than the defeat of uprisings. It requires true bravery.

Friends,

In the Mahinda Chintana of 2005, we decided to develop the 16,000 villages where more than 80% of our people live. You will feel the change in cities outside Colombo and in the villages where there is a new light of progress in place of the former darkness and ruin around. When five ports are being developed the villages around them will inevitably be transformed into developed economic zones. These rural areas that were ignored from the days of imperial rule are being developed and the nation's doors open for new employment, industry, business opportunity and massive development.

Yet, we are aware that the developed countries in the world have many other cities of fame apart from their capital cities. When development spreads and the revolution of roadways expands we will have several cities that are not second in anyway to Colombo. This will inevitably lead to a completely different image of Sri Lanka that the world will see tomorrow.

The massive power projects now under construction will ensure that by 2012 every home and family in our country will have electricity. Therefore, the land that was freed from terrorism will by 2012 be a land that is freed of darkness. You will soon hear the hum of industry that is powered by this energy.

In keeping with the exhortation of our former kings that not a drop of water should flow to the sea without first serving the people, we are today harnessing the water in all our great reservoirs for the task of development. All reservoirs must be used without letting them idle. This will lead to the filling up of our barns, providing drinking water to the people. When we have enough food for our bodies, our minds will be filled with the comfort of freedom.

What lies ahead is a period when all of us will have to work hard for our country. Our expectation is to modernize all areas of employment as to make them more productive and provide more revenue. The work of our people should be regarded as an asset and not the result of hiring or slavery. Our labour is an asset of dignity. It is by increasing the quality of work that my country can be made the Wonder of Asia.

Friends,

We have great hope for our younger generation. We will forever remember the way our young men joined the combined forces and brought victory to the nation, which bewildered the world. I lay trust in our beloved sons and daughters while remembering those unparalleled heroes of war who rest in this soil.

We must move towards a future generation that is trilingual. It is my hope to raise the level of computer literacy to 75% in the near future and make our future generation true heroes of technology in the modern world. The name of Sri Lankan youth must top the list of those employed in the fields of science and technology. Our generation can achieve this victory by making our country the knowledge hub we intend it to be.

What I seek is a country where we can travel from one end to another in a few hours; an era which provides a good income for our people. We must rise by making this country the hub of development in the five-fold areas of naval, aviation, commerce and trade, power and energy, and knowledge. We must make this a country one among those with the best quality of life.

There is no room for hatred on politics, community, caste or religion when our children are brought up in a life that is replete with all facilities, has shelter and security, and is rich in love and
friendship.

Development does not mean living in isolation surrounded by concrete structures while abandoning great humanitarian values, distancing oneself from the greenery of trees, nature and other species around us. We should move towards development while safeguarding the great humanitarian traditions that exist among our people. Nature as seen in the trees, vegetation and animals in our habitat should also obtain the benefits of the development we achieve.

Remember this!

We are not a miniature of a developed country. We are Sri Lanka. Our motherland is Sri Lanka.

We have the inherited wisdom to tolerate all opinion and take mature decisions. We have a tradition of understanding our problems and conflicts and finding solutions for them.

We understand our problems with perceived wisdom, based on realities. The expectations of the people are not those of the terrorists.

We have carried out development work in the North and East as never before in the history of these regions. All development processes carried out in the North and East, are a closure of the highways to terrorism. I strongly believe that this infrastructure to banish poverty is a major part of a political solution.

The people of the North were able to use their franchise in freedom at the Presidential and Parliamentary elections. In the forthcoming elections too, we will ensure their right to vote freely and elect their representatives.

Out policy is one of non-alignment. We do not have enemy states or such groups or blocs. During the last era, we worked with many nations in agreement and friendship for national security. We now step into the development era. We extend our hand of friendship to those who assist us in this endeavour. There will be no development in the absence of peace, nor peace in the absence of development. Therefore, we will strengthen already existing relations between nations and are ready to establish new relations for national security and development.

I am not used to abandoning a task due to difficulty or hardship. Not only in freeing our nation, we will also not hesitate to take the boldest of decisions in resolving the deep crises that many think
prevail in society. We need a land free of a lawless underworld, racketeering, extortion and the carrying of illegal weapons or drugs; a land free of corruption and inefficiency.

Friends,

We received a huge majority in all regions of this country in the Presidential and Parliamentary elections. The people of this country gave us a huge mandate which cannot be possible through proportional representation. We wish to see everyone in this land become a stakeholder in the future victories that will flow from this great victory, regardless of political differences.

There is no higher position you could elevate me to. I too do not see any higher position I could achieve in our motherland. There is only one place I can think of. It is my home at Madamulana where I will retire to. If when I go there, the people of this country who meet me tell me with gratitude, ‘You have done your duty by the country’; that shall be my greatest satisfaction. I value the joy and contentment of my people more than my own.

My dear sons and daughters,

Never in any of my speeches have I referred to my motherland as a small country. I have never called the land of my birth, ‘small Sri Lanka’ or ‘small Island’. This is a land with a great history of many centuries, where the Kalawewa, Ruwanweliseya, Sigiriya, Yoda Ela, Lovamahapaya stand; where the Buddha has trod thrice on this land. A land that won our freedom from the world’s most powerful imperialism from struggles that lasted nearly four centuries; has defeated the most ruthless and savage terrorist of the world. It is where people who follow four different faiths live in harmony and where today many communities live in brotherhood; and where the world’s largest habour and five other ports are being built, and the strides of development are proceeding to build airports, expressways and massive power stations. With such an abundance of greatness who would dare to say
that this is a small island?

Therefore, never ever call this a small country. You too must develop your body, mind and word to match the dignity of this land of your birth and take this country to the greatness it deserves.

රටේ පුරවැසියන් භාරදුන් වගකීම ඉතා හොඳින් ඉටුකරලා භාරදුන්නාට වඩා හොඳ රටක් ගොඩනඟලා පුරවැසියන් ඇමතීමට ලැබීම තරම් නිහතමානී සතුටක් නායකයෙකුට තවත් නැති බව මා කියන්න ඕනෑ.

මිත‍්‍රවරුනි,

මට මතකයි මීට වසර පහකට කලින් 2005 වසරේ නොවැම්බර් 19 වැනි දිනක මේ ස්ථානයේදී මම රට භාරගත්තා. ඒ නොවැම්බර් 19 වෙනිදා මම රට භාරගනිද්දී මේ රට දෙකඩ වෙමින් තිබුණේ. අපි අහස පොළොව ගිගිරුවත් නොසැලෙන මිනිස්සු වාගේ දිවා රෑ නොබලා මහා බලවේගවලට මුහුණ දෙමින් ඒත් ඉවසීමෙන් කැපවීමෙන් වැඩ කළා.

එයින් පසුව තවත් 19 වැනිදා දිනක ගිය අවුරුද්දේ මැයි 19 වැනිදා අපි ත‍්‍රස්තවාදයට එරෙහි ලෝක ජයග‍්‍රහණයක් ලබාගෙන රට එක්සේසත් කළා.

යළිත් මේ නොවැම්බර් 19 වැනිදා මා නැවත රට භාරගන්නේ මාගේ මාතෘ භූමිය ලෝකයේ ශ්‍රේෂ්ඨ ස්ථානයකට ඔසවා තැබීමේ බලාපොරොත්තුව, ශක්තිය, ධෛර්යය ඇතිව බව මම තමුන්නාන්සේලාට කියන්න ඕනෑ.


2005 මහින්ද චින්තනය ඉදිරිපත් කරලා ඒ මඟ ඔස්සේ ගිහින් මේ රට නිදහස් කරගෙන ඒකීය ශී‍්‍ර ලංකාවක් බිහි කළා. අද ඉඳන් අපි ඔබ වරම් දුන් මහින්ද චින්තනයේ ඉදිරි දැක්ම කි‍්‍රයාත්මක කරලා මේ රට ලෝකයේ ශ්‍රේෂ්ඨ ස්ථානයකට ඔසවා තබනවා.


2005දී මට තිබුණ ධෛර්යය වාගේ කිහිප ගුණයක ධෛර්යයක්, එදා තිබුණ ශක්තිය වාගේ කිහිප ගුණයක ශක්තියක්, ආත්ම විශ්වාසයක් ඇතිවයි මම අද රට භාරගන්නේ.


මිත‍්‍රවරුනි,

අපි වැඩි දෙනා දකුණේ විනාශකාරී කැරළි දෙකකුත් උතුරේ ත‍්‍රස්තවාදී විනාශයත් ජීවිත කාලය පුරා දැකපු අය. ත‍්‍රස්තවාදය බෙදුම්වාදය වගේම කැරළිවලින් මාගේ මාතෘ භූමිය ලෝක සිතියමේ පහළට ඇද දමන ආකාරය අපි දැක්කා.

එම නිසා තවත් වසර විස්සකින් තිහකින් නැවත වතාවක් මේ රටේ ලේ වැගිරීමක් ඇතිවන එක නතර කිරීම ලෝකයේ ශ්‍රේෂ්ඨ ජාතියක් වශයෙන් නැගීසිටින්නට යන අප කළ යුතු පළමු කාර්යය බව වටහා ගන්න ඕනෑ.

ඒ සඳහා පළමුව අපි මාතෘ භූමියේ ජාතික සමගියත් සාමයත් දීර්ඝ කාලීනව පවත්වාගෙන යන්න ඕනෑ. මා විශ්වාස කරනවා කැරළි මර්දනයට වඩා දුප්පත්කම මර්දනය ශ්‍රේෂ්ඨයි කියලා. වීරත්වය තිබෙන්නේ දරිද්‍රතාව නැති කිරීමටයි.

ඒ නිසා මේ රටේ ජනතාවගෙන් සියයට අසූවකටත් වඩා ජීවත් වන ගම්මාන දහසය දහසම නංවන්න අපි 2005දීම මහින්ද චින්තනයෙන් තීරණය කළා. දැන් පිට නගරවලත් ගම්වලත් තිබුණ අඳුරු ගරාවැටුණ පෙනුම වෙනුවට නව ආලෝකයක් ලැබී තිබෙන බව ඔබේ හදවතට දැනෙනවා ඇති.

වරායන් පහක් හැදෙනකොට ඒ අවට ගම් පළාත් අනිවාර්යයෙන් ඉතා දියුණු ආර්ථික කලාප බවට පත්වෙනවා. අධිරාජ්‍යවාදීන්ගේ කාලයේ ඉඳලාම නොසලකා හැරපු ගම් පළාත් දියුණු කරලා නව රැකියාවලට, කර්මාන්තවලට, මහා ව්‍යාපාරවලට ජාතියේ දොරටු විවෘත කිරීමක් බව මා කියන්න ඕනෑ.


ලෝකයේ දියුණුවට පත් ජාතීන්ට ප‍්‍රධාන නගරය හැරෙන්නට ලොව ප‍්‍රසිද්ධ වූ තවත් නගර කිහිපයක් ගොඩනැගී තිබෙන බව අපි දන්නවා. රට පුරා සංවර්ධනය පැතිරෙන කොට මහා මාර්ග විප්ලවය සිදුවෙන කොට කොළඹට දෙවැනි නොවන ආකාරයේ නගර කිහිපයක් අපි අපේ රටේ ගොඩනගනවා. එතකොට ලංකාව ගැන අද තිබෙන චිත‍්‍රය සපුරා වෙනස් වෙන බව තමුන්නාන්සේලාට මම කියන්න ඕනෑ.

මේ වෙනකොටත් අපි ගොඩනඟාගෙන යන යෝධ විදුලි බලාගාර නිසා 2012 වර්ෂය වෙනකොට මේ රටේ සෑම පවුලකටම, සෑම ගෙදරකටම විදුලිය ලැබෙනවා. ඒ නිසා ත‍්‍රස්තවාදයෙන් මුදාගත්තු රට 2012 වන විට කළුවරෙන් මුදාගත්ත රටක් බවට පත්වෙනවා නියතයි. ඒ නිසා අපේ විදුලියෙන් මේ රටේ කර්මාන්ත දහස් ගණනක් පණ ලබන හඬ ඔබට වැඩි කල් නොගොසින් අසන්නට ලැබේවි.

එක දිය බිඳක් මුහුදට යා නොදී වැඩට ගන්නැයි පෙර මහ රජුන් දුන් උපදෙස පිළිපදින්නාක් සේම අපත් මේ රටේ තිබෙන මහා ජලාශ සියල්ලම දැන් සංවර්ධනයට යොදාගෙන තිබෙනවා.

එක ජලාශයක් නිකරුණේ නොතබා වැඩට ගන්න ඕනෑ. මේ ප‍්‍රදේශ නිසා අටුකොටු පිරෙනවා වගේම ගමට පානීය ජලය ලැබෙනවා. අපේ ආහාරයෙන් කුස පිරෙන කොට හිත නිදහස් සුවයෙන් පිරෙනවා.

මිත‍්‍රවරුනි,

ඉදිරියේ තිබෙන්නේ අපි හැමෝටම බොහෝ සෙයින් රට වෙනුවෙන් වැඩ කිරීමට සිදුවන කාලයක්. මේ සියලු රැකියා රටට ඕනෑ. ජාතියට ඕනෑ. සියලු රැකියා වඩා ඵලදායීවත්, වඩා ආදායම් උපයන ආකාරයට ගෞරවනීය තත්ත්වයකට පත්වන එක තමයි අපේ බලාපොරොත්තුව. අපේ ශ‍්‍රමය කුලී ශ‍්‍රමය, වහල් ශ‍්‍රමය නොවෙයි.

එය ශ‍්‍රම සම්පතක් බවට පත්කර ගන්න ඕනෑ. ඒ ශ‍්‍රමය දියුණු කිරීමෙන් තමයි මගේ මව්බිම ආසියාවේ ආශ්චර්ය බවට පත්කරන්න පුළුවන්.

මිත‍්‍රවරුනි,

අපිට අපේ තරුණ පරපුර ගැන විශාල බලාපොරොත්තුවක් තිබෙනවා. අපේ තරුණයෝ ති‍්‍රවිධ හමුදාවට බැඳිලා ලොව විස්මයට පත්කරන විජයග‍්‍රහණයක් ගෙන ආ ආකාරය සදාකල්හිම මතක තබාගන්නවා.

ඒ වෙනුවෙන් ජීවිතය පරිත්‍යාග කරලා මේ පොළොවේ සැතපෙන අසමසම රණවිරුවන් මෙනෙහි කරන අතරෙම මාගේ ආදරණීය දරුවන්ගේ ශක්තිය ගැන මා දැඩි විශ්වාසය තබනවා.

අනාගත පරපුර භාෂා තුනම ඉගෙන ගන්න පරපුරක් බවට පත්කරන්න ඕනෑ. පරිගණක සාක්ෂරතාව ඉදිරි කාලයේ සියයට හැත්තෑ පහකින් වැඩි කරලා අනාගත පරපුර නවීන තාක්ෂණික ලෝකයේ වීරයන් කරන්නයි මගේ බලාපොරොත්තුව.

ලෝකයේ විද්‍යා තාක්ෂණ දැනුම ඥානය උපයෝගී කරගන්න රැකියා කරන මේ ලැයිස්තුවේ ඉදිරියෙන්ම ශී‍්‍ර ලාංකික තරුණයන්ගේ නම තියෙන්න ඕනෑ. අපි මේ රටේ දැනුමේ කේන්ද්‍රය බවට පත්කරන කොට අපේ පරපුරට ඒ ජයග‍්‍රහණය ලබාගන්න පුළුවන්.

අපට ඕනෑ පැය තුන හතරකදී මේ රටේ ඒ කෙළවරේ සිට මේ කෙළවරට යා හැකි රටක්. ජනතාවගේ අතට හොඳ ආදායමක් ලැබෙන යුගයක්. අපි නැඟීසිටින්නේ නාවික, ගුවන් දැනුම, බලශක්තිය හා වෙළෙඳ හා වාණිජ යන පංච බලවේගයන්ගෙන් සමන්විත රටක් ලෙසයි.

පහසුකම් සහිත පරිසරයක ජීවත්වෙන ආදරය, රැකවරණය, සෙනෙහස සහිතව අපේ දරුවන් ගොඩනැගූ විට ආගම් භේද, ජාති භේද, කුල භේද පමණක් නොව දේශපාලන වෛරය ද අපට අතුගා දමන්න පුළුවන්.


ඒ නිසා සංවර්ධනය කියන්නේ ශ්‍රේෂ්ඨ මානුෂික ගුණාංගයන්ගෙන් ඈත්වෙලා ගහකොල සතා සිව්පාවා අහිමි කරගෙන කොන්ක්‍රීට් තට්ටුවක් මත තනිවෙන එක නොවෙයි. අපි දියුණුව කරා යා යුත්තේ අප ජාතීන් වෙත පවතින්නා වූ ශ්‍රේෂ්ඨ මානුෂික ගුණාංග රැකගෙනයි. අපි අපේ සතා සිව්පාවාට පවා අපි ඇතිකර ගන්නා සංවර්ධනයේ දියුණුවේ ඵල ලබාදෙන්න ඕනෑ.

මතක තබාගන්න අපි දියුණු රටක කුඩා කළ අනුරුවක් නොවෙයි. අපි ශී‍්‍ර ලංකාව. අපේ මාතෘ භූමිය ශ්‍රී ලංකාවයි.

මිත‍්‍රවරුනි,

එන ඕනෑම මතයක් ඉවසන්නටත් පරිණත තීන්දු ගන්නටත් වුවමනා ඓතිහාසිකව ගොඩනැගුණ ප‍්‍රඥාවක් අප ජාතිය සතුයි. අපේ රටේ ගැටළු තේරුම්ගන්න ඒවා විසඳගන්න අවශ්‍ය දැක්ම අපේ සම්ප‍්‍රදායේ තිබෙනවා. එළඹුණු සිහියෙන් යුතුවයි අපි අපේ රටේ ප‍්‍රශ්න දෙස බලන්නේ.

ත‍්‍රස්තවාදීන් බලාපොරොත්තු වූ දේ ජනතාව බලාපොරොත්තු වුණේ නෑ. ඉතිහාසයේ කිසිම දවසක උතුරු නැගෙනහිරට නොකළ වැඩ කොටසක් අපි උතුරේ වගේම නැගෙනහිරත් කර තිබෙනවා.

මේ උතුරේත් නැගෙනහිරත් සිදුවෙන සැම සංවර්ධන කි‍්‍රයාවලියක්ම ත‍්‍රස්තවාදයට තිබෙන යෝධ මාවතක් වසාදමනවා. මේ දුප්පත්කම නැතිකිරීම යටිතල පහසුකම් සැපයීම දේශපාලන විසඳුමේ දැවැන්ත කොටසක් බව මම දැඩි සේ විශ්වාස කරනවා.


උතුරේ ජනතාව පසුගිය ජනාධිපතිවරණයේදී මෙන්ම පාර්ලිමේන්තු මැතිවරණයේදීත් නිදහසේ තමන්ගේ ඡන්දය පාවිච්චි කළා. ඉදිරි මැතිවරණවලදීත් ඔවුන්ට නිදහසේ තමන්ගේ ඡන්දය පාවිච්චි කරලා තම නියෝජිතයන් පත්කර ගන්න අවස්ථාව දෙනවා.

අපේ ප‍්‍රතිපත්තිය නොබැඳි ප‍්‍රතිපත්තිය. අපිට සතුරු රාජ්‍ය හෝ සතුරු පිල් නෑ.


අපි පසුගිය යුගයේ ජාතික ආරක්ෂාව වෙනුවෙන් රටවල් රාශියක් සමග එකඟත්වයෙන් සුහදව වැඩ කළා. ඒ සඳහා අපට සහාය වෙන රාජ්‍යයන් වෙත අපේ මිත‍්‍රත්වයේ හස්තය දිගු කරනවා. සාමය නැති තැන සංවර්ධනයවත් සංවර්ධනය නැති තැන සාමයවත් නෑ.


ඒ නිසා ජාතික ආරක්ෂාව වෙනුවෙන් රාජ්‍යයන් සමග පැවැත්වූ සබඳතා ශක්තිමත් කරගන්න අතරේ නව සබඳතා ඇතිකර ගැනීමටත් අපි කටයුතු කරනවා.


මිත‍්‍රවරුනි,


යමක් දුෂ්කර වූ පමණින් අතඇරීම මගේ සිරිත නොවේ, රට නිදහස් කරගැනීමේදී පමණක් නොවෙයි වර්තමානයේ මේ සමාජය ගලවා ගත නොහැකියි කියලා ඇතමුන් විශ්වාස කරන ගැටළු නිරාකරණයේදී දැඩි තීරණ ගන්න අපි පසුබට වන්නේ නෑ.


අපට ඕනෑ පාතාලයක් නැති අනවසර ගිනි අවි නැති නීතිවිරෝධී ජාවාරම් මත්ද්‍රව්‍යයෙන් තොර රටක්. දූෂණයෙන් අකාර්යක්ෂමතාවෙන් තොර රටක්. ඒ වෙනුවෙන් තීරණ ගන්නකොට අතර මැද සාමයක් මා බලාපොරොත්තු වන්නේ නෑ.

ජනාධිපතිවරණයේදී වගේම මහා මැතිවරණයේදීත් මේ රටේ සෑම පළාතකින්ම අතිවිශාල බහුතර ජන වරමක් අපට ලැබුණා. සමානුපාතික ක‍්‍රමය යටතේ ලොව කිසිදු රටකට ලබාගත නොහැකි ජන වරමක් මේ රටේ ජනතාව අප වෙත ලබාදුන්නා.


මේ ජයග‍්‍රහණයෙන් මතුවන අනාගත විජයග‍්‍රහණයේ යෝධ කොටස්කරුවකු බවට මේ රටේ සෑම කෙනකුම පත්වෙනවා දකින්න ඕනෑ නිසා දේශපාලන පක්ෂ භේදයෙන් තොරව අප හා එක්වන්නැයි මා ඉල්ලා සිටිනවා.


මිත‍්‍රවරුනි,


දෙවතාවක් මේ රටේ ඉහළම තැනට ඔබ මා ඔසවා තැබුවා. ඔබට මා ඔසවා තබන්න තවත් තැනක් නෑ. මටත් මේ මාතෘ භූමියේ ඉහළට යා හැකි තැනක් නෑ. තිබෙන්නේ එක තැනයි. ඒ මාගේ ධුර කාලයෙන් විශ‍්‍රාම ගිය දවසක මාගේ ගෙදර වන මැදමුලනයි. ඒ ඈත රුහුණේ ගිරුවායේ මැදමුලනයි.


එහෙම ගියදාට මේ රටේ පුරවැසියෙකු මා හමුවී ‘ඔබේ රටට ඔබේ යුතුකම ඉටුකළා’ කියා කිව්වොත්, එයයි, මට තිබෙන තෘප්තිය. සතුට සැනසිල්ල. සැරසිල්ලට වඩා මේ රටේ ජනතාවගේ සැනසිල්ලේ සතුට මට වටිනවා.


ආදරණිය දුවේ පුතේ,


මම කිසිම දවසක කතාවකදී මාගේ මාතෘ භූමියට පුංචි රට කියලා කිව්වේ නෑ. මා උපන්න රට පුංචි ශ‍්‍රී ලංකාව හෝ පුංචි කෙදෙව්ව කියලා හිතුවේවත් නෑ. අපිට නෑ බෑ කියලා කවදාවත් හිතුවේ නෑ.

සිත කය වචනය ශ්‍රේෂ්ඨයෙකු ලෙස හසුරුවාගෙන ශ්‍රේෂ්ඨයෙකු වන්න. රට ගොඩනගන්න වැඩ කරන්න.

ඒ බුදු වදන සිහියට ගන්න කියලා මම හැමෝගෙන්ම ඉල්ලා සිටිනවා.

Magampura takes its place in maritime maps of the world – President


Following is the speech by President Mahinda Rajapaksa at the ceremonial berthing of the first vessel at Magampura Port.
Friends,

On a day like today, election results confirmed my victory. Today is the last day of my first term. I now say goodbye to this term and will begin my new term of office tomorrow. I recall the pledge I gave my nation five years ago, when after casting my vote at the polling station at Medamulana, I promised the nation that I would bring an honoured peace to this country and also to build a new Sri Lanka. I am glad to state that I was able to fulfill both these promises within five years, even before the end of my term.

Friends,

Today, we have left our mark, not only on the Sri Lankan map but also the world map. Today the Port of Magampura saw the berthing of its first ship. In the maritime maps of the world this will be marked as an important port.

Friends,

When we introduced Mahinda Chintana to the nation in 2005, we Sri Lankans were deprived of many things in this country. Even though roads connected Point Pedro and Point Dendro, Sri Lankans were not free to traverse in those roads. The country was divided. Many sections and facilities of the Colombo Port were being sold. Nations assets were sold for meagre amounts. Other assets were also to be so disposed of. Our staple food was rice. Yet, our farmers' inheritance was pesticide.

With all humility I state my pride at being able to change all this within my first term of office in the last five years and bring the country back on the right track. From the cooperative shop to the airline, we gave back to Sri Lankans. We did not own our national carrier SriLankan airlines. Now we are the owners of SriLankan and Mihin Air. We gave Sri Lankans, the rightful owners, everything from the fertilizer bag to the Shell Gas company. Not only that, we regained the 1500 sq km land, 2/3rds of the coastal belt to the Sri Lankan nation that had lost possession and control of it.

We have now laid the colossal foundation for a new Sri Lanka. A good start means almost accomplishing half of the task. Therefore, during the last five years, we have given an excellent start to the Sri Lankan nation.

In addition to this Magampura Port, we are constructing five more ports in Sri Lanka. Construction work of the Colombo-South Port is nearing completion. The Oluvil Port will also be completed soon and so will the KKS Port. The Galle Port will be developed and Trincomalee Port will be modernized. This will change our economy as well as the map of Sri Lanka by adding thousands of acres of new land to our motherland. The land extent of Southern Colombo and Hambantota will be enlarged. From the time when our land was sold, we are now moving to a time when we are adding to it.

Five ports are not too much to Sri Lanka. Unlike today, our country was home to many international ports thousands of years ago. Sri Lanka's ports were marked in Ptolemy's first world map. Thambapanni Port where King Vijaya disembarked was located below Mannar on the North East coast. Guests for his nuptial too, disembarked on Mahathiththa Port on the North East coast. It is to the nearby Port of Godawaya that King Gajabahu landed with thousands of followers. We also know of our other ancient ports such as Dambakolapatuna and Lanka Patuna. In fact, our forefathers, too came to our country by sailing high seas.

Therefore, Hon Deputy Prime Minister of China,

Sri Lanka too, like China has a grand and proud history. When the Great Wall of China was being built in your nation, our King Pandukabaya was building the fortress around the Anuradhapura city.That was the time when the same King established a ‘Grama Rajya’. I must state, there are only a handful of nations in the world that have and unbroken and continuous history of thousands of years. Our nation was at a strategic location on the Silk Route which joined your country with Europe. Thus, we are very old friends in the naval and trade sectors. In future too, this will be the same.

When Asia is progressing rapidly led by China and India, Sri Lanka also seeks to be a part of this emergence. We are today, committed to building Sri Lanka to be the Wonder of Asia by making it a five-fold hub in naval, aviation, commercial, energy and knowledge. We possess a great strength and potential to achieve this. We have shown this by
completing this stage of the Magampura Port even before its target date. This was possible due to the total commitment of the people of China and Sri Lanka. The people of Sri Lanka offer their warmest gratitude to the people and government of China.

This is not only the building of a new port but also an opportunity to develop our villages. This is a giant step taken to reverse Sri Lanka's development history which has so far ignored the development of villages assuming it to be too difficult a task. It is a new economic world that is being built because of this port. Areas such as Magampura, Thanamalvila, Embilipitiya, Monaragala, Matara, Ratnapura and many others will develop with this port. That development brings to an end the neglect that rural villages had to face so far. From this date on, the underdevelopment of these villages will be a thing of the past. They will be raised to international levels of development.

This country does not need another port for many centuries ahead. We develop this country for the benefit of the future generations. It is their responsibility to reap the benefits of this port. It is wrong if the youth only expect jobs through this port. We have completed such a massive task to rebuild our nation.

Respected members of the Buddhist Clergy,

In the by-gone days, our country possessed a strong business community. Some of them improved their conditions by interactions with the port; through the commercial and business relations with the port.Later, they became a great force for the independence struggle of our country when it commenced. They had great love and patriotism for the country as they were the people of this soil who came from the villages. They provided a great service for the country.

Even today, we would like to see the emergence of such business people and enterprises of our own that will add great strength to our economy.

We are a nation which held commercial relations even with the Roman Empire Caesar during the times of King Bhathikabaya Tissa. Still, foreign currency and coins used those days, are still found at the Godawaya port which was seen from this point. Even today, we are can build such powerful businesses. We therefore, invite the international business community to establish industrial enterprises in special economic zones in this region.

Hundreds of vessels sail in that sea passing this point each day. We will bring them here. Our youth, our future generation must be ready to reap maximum benefit from that.

A patriotic business community which has the ability to transact with the world must emerge. They must become a group which brings foreign revenue to the country and meet the challenge of unemployment. We will continuously provide the freedom and sponsorship necessary in this task. We must have such a powerful community if we are to be an independent nation.

We look forward to the support extended to this port today to continue in the future. We must act to transform the monsoon winds that blow today into the trade winds of enterprise and profit. This will give a fillip to development of the country. I bestow this port to future generations to bring peace to the country. It is my wish that this will be a fully functional port with the completion of its next phases of development. While expressing my gratitude to all who have been committed to this great task and I wish you all a prosperous future.

Magampura Port heralds new chapter

Turning a new chapter in the country’s development, the first stage of the Magampura Port will be commissioned by President Mahinda Rajapaksa today with the arrival of a vessel “Jetliner” followed by a sailing ship and a cargo ship.

The Jetliner will enter the Magampura Port at an auspicious time with 254 members of the Maha Sangha on board chanting Seth Pirith to bless the Port and the country. This port which straddles the East- West shipping line will become a focal point for development of the country. According to Ports Authority officials, arrangements have been made for the public to witness the arrival of ships at the port which will generate more than 25,000 direct and indirect Jobs.

The berthing of a sailing ship and a cargo ship to the port represent the proud maritime history of the country and the commencement of commercial operation in the Magampura Port.

Ports Authority sources yesterday told the Daily News that more than 65 investors have expressed interest in investing in the Hambantota district. More than 2,000 hectares of lands adjoining the Magampura harbour is to be declared as a special economic and industrial zone to boost industrial and commercial activities.

The filling of water to the historical Magampura Port took place on August 15 and it emerges as one of the five harbours being constructed or developed by the Government of Sri Lanka.

The project is funded by the Government of China and the total cost for phase I was US$ 372 million.

The first phase included the construction of break water and Jetty and construction of three anchorages.

The depth of the harbour is over 17 metres. The Circle handling the vessels are 600 metres while the length of the jetty is over 1,000 metres.

Sri Lankan President’s second term begins on Nov 19

Tomorrow marks the conclusion of the first term of office by President Mahinda Rajapaksa as the Executive President of Sri Lanka. A ministerial Sub Committee has organized a week -long celebrations to mark his second term in office beginning November 19. Accordingly, the government has declared the week from November 15 for celebrations to mark the swearing in ceremony of President for his second term.

Swearing in ceremony will take place in Colombo with several international State guests present on the occasion

Mr. Rajapaksa was re-elected in January by a thumping majority by defeating the common opposition candidate. Mr. Rajapaksa chose to hold the election on completion of four years of his six-year first term.

Soon after the victory in the 2010 January Presidential election a reference was made by the government to the Supreme Court on when the second term should begin. Country’s highest court had ruled that it would begin in November.

Mr. Rajapaksa, who won by 18 percentage points (57.88 % votes)over the common opposition candidate riding on his popularity as the President who brought the entire country under one banner by militarily defeating the LTTE.

President’s second term of tenure has brought great expectations from within and outside the nation as he rid the country of terrorism after a three decade old war with Tiger terrorists when the government in May ,2009 officially announced that the terrorism was defeated.

SECOND INTERNATIONAL SEAPORT

Mr. Rajapaksa who turns 65 on November 18. will declare open the country’s second International Sea port built with the Chinese help at Hambantota. The first consignment of cargo is expected to arrive at the Port of Hambantota from Myanmar.

In the evening he will ceremonially declare open the Nidahasa- Subasangskruthoyaka Pera dekma, a Novel Exhibition and celebrations at the Independence Square Colombo 7. A significant feature on the occasion is the preparation of 4000 kg milk rice to mark the President’s birth day.

The Government spokesman Media minister Keheliya Rambukwella Monday invited the general public to visit the venue to taste the milk rice prepared by award winning five star Chef Pubilis Silva together with 500 chefs working in Star hotels in the country.

President Mahinda Rajapaksa inaugurated the countrywide celebrations by planting a sapling at the President’s House this morning at the auspicious time of 10.07 am.

A mass kiribath to serve 65000 people

People of this country will have a rare opportunity to witness and taste the largest Kiribath prepared by our well known chefs  in the country. This will be a show on the first day of the Novel Exhibition and Ceremonies held at Independent Square on 17th instant when the grand ceremony is declared open by the Head of State President Mahinda Rajapaksa at 7.00 pm on that day.

This novel exhibition and ceremonies has been organized by the government Information Department with the coordination of the Media ministry to coincide with the inauguration of the President’s second term in office. The visitors to the venue will have the opportunity not only to witness the preparation of this Largest kiribath to the nation  by a group of well known chefs working in five star hotels under the supervision of Dr Publish Silva but will have the time to taste it in the presence of the head of State and other representative gathering

The ingredients used for it will be 1200 kg of white rice, 300 kg of cashew, 250 kg of jaggery and 1500 coconuts and other varied items.

This exhibition will be open to the public from  2-10 pm daily between17th and 22nd  November

President's Second term brings speedy development

The Minister of Mass Media and Information Keheliya Rambukwella said that development during the second term of office of the President would amaze the entire world as it was done during the victory achieved during his first term of office.

The Minister expressed these views while speaking at a media conference held at Government Information Department which organized to give details of programmes planned  island-wide to mark the inauguration of the President’s second term of office.

The Minister extended his greetings to the President for his second term of office. He said the nation made a vital contribution to get the President elected for another term of office. The President has launched a mega programme to develop the country.

The second term would enable him to complete his development programmes. He opined that their intention was to see Sri Lanka soon become Asia’s Miracle.

D A Rajapaksa- 43rd death anniversary commemoration ceremony at Tangalle


The 43rd death anniversary commemoration of former Deputy Speaker and Minister late D.A. Rajapaksa was held at Tangalle on 07th November. D.A. Rajapaksa is the father of President Mahinda Rajapaksa,Speaker Chamal Rajapaksa, Minister Basil Rajapaksa and Defence Secretary Gotabhaya Rajapaksa.

Late D.A. Rajapaksa represented Beliatta electorate of Hambanthota district in the parliament and also held the post of Deputy Speaker, in addition to being a Cabinet Minister during the periods of late Prime Ministers S.W.R.D.Bandaranayake and Mrs Sirimavo Bandaranayake.

D.A. Rajapaksa’s 43rd commemoration was begun at 8 a.m. this morning with a floral tribute to his statue in Tangalle town by President Rajapaksa and First Lady Shiranthi Rajapaksa. Later the President participated the D.A.Rajapaksa Memorial Lecture and the rest of the ceremony organized by the D.A.Rajapaksa Foundation. The President also presented 100 Sisura scholarships to university students and school children to mark the event at the Tangalle Town Hall.

An all night Pirith chanting ceremony and an alms giving has been organized at the President's ancestral home in Medamulana. Venerable Maha Sanga, large number of Ministers and Parliamentarians, relations,distinguish invitees and family well wishers were present at the occasion.

The D.A. Rajapaksa Annual Memorial Oration is scheduled to be made at Temple Trees on the 25th of this month.

President opens Upper Kotmale tunnel: Sri Lanka’s longest tunnel


President Mahinda Rajapaksa opened the Upper Kotmale tunnel yesterday. This tunnel which is 12.9 km in length is the longest tunnel in Sri Lanka. Upper Kotmale project

Achieving another milestone in the country’s development drive, President Mahinda Rajapaksa yesterday opened the longest tunnel which would carry water from the Kotmale reservoir to the under ground power station under the Upper Kotmale Hydro Power project which adds 150 MW of power to the national grid.

This project which is estimated to cost Rs. 44 billion is funded by the Government of Japan and Ceylon Electricity Board. The construction of the project commenced in 2006.

This concept of the project was first mooted by the Sri Lankan authorities in 1968 under the Mahaweli scheme. But this project was not implemented under the accelerated Mahaweli Development Scheme of the UNP Government.

As per the provision in the National Environment Act of 1998, the Environment clearance was granted to the Upper Kotmale Power Project. There were several objections to the project initially and they were settled by the courts of law. The project was implemented under five phases.

The Japanese Government provided a loan of Japanese Yen 33,265 million while the CEB makes an investment of Rs 5,931 million for the project.

It is targeted to generate 409 GWH of electricity annually by this project and the installed capacity is 150MW. The dam will be constructed across the Kotmale stream. The length of the dam is 180 metres and the height 35.5 metres. CP

President to open Kotmale tunnel


Tunnel open for public viewing from Nov 5-7:

President Mahinda Rajapaksa will open the Upper Kotmale tunnel which is considered the longest tunnel in the country tomorrow. This project which was delayed for over a decade due to various social and environmental issues commenced on the directive of President Mahinda Rajapaksa just a few months after assuming duties in 2005.

This tunnel which is 12.9 Km in length and has a diameter of 5.2 metres is to carry water from the Kotmale stream to the power station.

This project epitomizes the Government’s commitment to development at a time when it was fighting the most ruthless terrorist outfit in the world. The tunnel is open for public viewing from November 05-07.

Over 150 MW of electricity will be added to the National Grid a year by this project which is funded by the Government of Japan.

The construction of the project is done in five phases and nearly 74 per cent of the construction of the first phase has been completed while, 76 percent of the second phase, 79 percent of the third phase 57 percent of the fourth and 54 percent of the fifth phase are now completed. The Government of Japan provided a loan of Japanese Yen 33,265 million while the Ceylon Electricity Board spends Rs 87,000 million for the project which is to be completed by end of next year.

The demand for electricity has been growing at an annual rate of 7-8 percent and is expected to increase with the liberation of entire North and the East and dividends of development being delivered to the rural areas.

The growth in electricity demand has closely followed the growth in the economy in recent years, emphasizing the need for a reliable and uninterrupted supply of electricity provided at a reasonable price if the current trend of economic growth is to continue.

This is the run of the river hydro power project which was conceived with the preparation of a master plan for hydroelectric development in the Mahaweli Basin in 1968. The concept was further studied in 1985-1987 when the Japanese Government funded a feasibility study to examine hydropower options in the upper part of the Kotmale Oya.

A dam is located close to the Talawakelle town with a height of 35.5m and a crest length of 180m and an upstream surge tank 12m in diameter and 98m high with a restricted opening located on the crest of the power house.

An underground powerhouse is located at Niyamgamdora to house two units of 77,000 kW turbines, two vertical axis three phase 88,000 kVA generators, two 3-phase, transformers and a 220kV Gas Insulator Switchgear (GIS) substation.

World Prosperity Index: Lanka up nine positions

Sri Lanka has climbed nine positions from 2009 to be ranked 59 among 110 nations, in the World Prosperity Index - 2010, announced yesterday. Sri Lanka is also the highest ranked country among South Asian nations. In the overall rankings Sri Lanka is just behind China, ranked 58. Among other South Asian nations India has been ranked at 88, Nepal 91, Bangladesh 96 and Pakistan 109.

According to the 2010 report Sri Lanka which went nine places up is also the third highest gainer from 2009. Indonesia jumped 15 places to be ranked 70 and Algeria went up 12 places to be ranked at 79. The 'Legatum' prosperity index assesses 110 countries accounting for over 90 percent of the world's population and is based on 89 different variables, each of which has a demonstrated effect on economic growth or on personal well-being. The index consists of eight sub-indexes, each of which represents a fundamental aspect of prosperity.

It is done by taking into account both economic growth and citizens' quality of life, drawing on data from various sources, including the Gallup World Poll 2009 and UN development Report.

The Legatum Prosperity Index is the world’s only global assessment of wealth and well-being. This means it is the only global index that measures both the factors that produce economic growth and those that produce happy citizens.

The eight sub indexes which the report evaluates countries are economy, entrepreneurship and opportunity, governance, education, health, safety and security, personal freedom and social capital.

In the overall economic rating Sri Lanka is placed 84th. However Sri Lanka is placed 10th in the world for positive perceptions of the countries economic outlook. Also Sri Lanka enjoys the 24th highest level of foreign direct investment globally. Citing the 2009 survey the report says that 87 percent respondents expressed confidence in the countries financial system in 2009, which is the fourth highest proportion worldwide.

In the education category Sri Lanka’s overall ranking is 56th. However the report states that an enrollment rate of 99.7 percent of primary age children places Sri Lanka fourth highest in the index. Citing the 2009 survey it says that 84 percent has expressed satisfaction in the system.

In the governance category Sri Lanka is placed 43rd. The report states that 94 percent of the population reported confidence in the Government in 2009 survey. Further 65 percent were satisfied with the countries efforts to deal with poverty, 72 per cent with its efforts to preserve environment. Sri Lanka is placed in the top 15 in the two variables.

According to the report most people do not believe corruption to be widespread in government or business, a perception that places the country among the best 25 countries.

The report citing 2009 survey says that a very high 97 percent of citizens have placed their confidence in the Sri Lanka military while 87 percent have confidence in the judicial system. Sri Lanka is placed on the top 10 globally in both categories.
